Europe’s position in the global race for innovation is weakening. This is particularly true in the field of digitally enabled technologies. Additionally, Europe’s economic prosperity depends on its capacity to innovate.
Investing in research and development combined with a coherent, flexible and ambitious policy framework are therefore essential to foster innovation. Although today such criteria are mostly satisfied, Europe is lagging behind. Major impediments include a fragmented market combined with insufficient incentives discouraging citizens’ entrepreneurship. Hence although there is no shortage of top researchers and talent, innovators face discouraging regulatory barriers.
